Support configuration (enable/don’t enable) of Esri World Geocoder “Allow geosearch” and “Allow batch geocoding” capabilities.

This improvement would be used in conjunction with configuring ArcGIS Online and maybe ArcGIS Enterprise "portal" component for use with local locators that are not premium services that charge credits.  The idea is to force the system to use the local locator and not to use the premium service.

Hi, you can enable batch geocode privilege per user:

Nope.  I'm looking to configure ArcGIS Online to use my internally hosted locator and to never use the premium locator provided with ArcGIS Online for batch geocoding.

Expanding on this, I would like to be able to create and publish a geocoding service of historic streets as a researcher with an ArcGIS for Personal Use or ArcGIS Student license. I understand this functionality is limited to an ArcGIS Server license (Creating an address locator—Help | ArcGIS Desktop), which is not feasible for individual researchers.
