Configure editing rules based on user not just layer

Hi,

I would like to be able to configure editing privileges per user rather than per layer. I understand that we can currently configure editing per layer, based on whether that user has created the feature or not but I'd like to be able to restrict a user to editing "attributes only" or "geometry and attributes" for all the layers which are set up as being editable. 

In my eyes this would be configured on the user profile, not on the inidividual layer settings.

Beyond the layer control, there's always the Layer View, Group, and Role options available. 

Do agree that, for some, an option of what a user can edit by default would be useful.
