Currently choosing multiple tags in the content search of ArcGIS Online is additive, using "OR" logic. Everything with either tag is selected. It would be extremely helpful if there was a tag search option to choose between compounding the search ("OR") or filtering it down ("AND"). Being able to filter down so that only items containing all of the selected tags appear would make it easier to refine results.
