There should be a configurable template avialible via ArcGIS Online that would allow a user to search a feature and return an attrubte table. And I mean only an attribute table, no map at all. The configuration for the attribute table would idealy be handeled thought the
config pop-up in the webmap, while the feature search would be
configured on the map detail page. I don't believe there would need for the ESRI World locator, since there is no attributes to show pre say.
While most of the time I prefer to show my GIS on the map, but sometimes a map just gets in the way simulate the
Geo-Form concept.
