ArcGIS Online does not allow you to create an item that is a link to content on an FTP server. It insists on adding "http://" to the beginning of your FTP link. FTP links should be allowed.
FTP is a valid and useful protocol. All modern browsers and many governments utilize the service. Limiting FTP has forced me to expand the size of my web server to accommodate a file repository for linked items.
