Right now, when a ArcGIS Online administrator allocates a maximum of credits to a user, the use of credits related to data storage are not calculated in that function.  But right now, probably 99% of our credit comsumption is related to data storagem so that function is of no use to us unfortunately.  It would be really nice if the credits consummed because of data storage would be included in that function. Thanks!

We had a user upload an entire state's parcel layer as a hosted layer, 1000 credits gone before I noticed several days later 😞  It would be nice to have a way to make sure this doesn't happen.

@JackiBergman the same thing happened in our organization. A user accidentally uploaded data without enabling a filter and overspent credits into negative balance... We dealt with this for several days with technical support, and eventually, the credits were refunded to us. However, having user-level limitations that also apply to the data storage would be ideal. ESRI's idea has not been implemented even after eight years. As an administrator, it's difficult for me to bear responsibility for credit usage when I don't have the ability to control their management and limitations within the data storage
