Please correct me if I'm wrong this, but if you are an Administrator on your ArcGIS Online organization, you should be able to see all groups in your organization regardless of whether you are a member of them or not. If this is not currently possible, please update ArcGIS Online so it is the default.
In my organization, someone created a group but I couldn't see it until they made me a member. I am an administrator.
