Currently you cannot force fields to be required in ArcGIS online, they work successfully in both Flex and ArcGIS Mobile but not AGOL. This is an ideal functionality when making editable web applications, to ensure data integrity and force end users to provide specific inputs. An enhancement request has been logged for this - ENH-000089732. Please Fix It!
