Please add a Zoom to Make Visible option for layers in webmaps. This feature is available within ArcMap and seems like it would be very helpful in web maps when visibility scales are set.

And this option should also be available in the Layer List Widget Configuration of Web AppBuilder

You could use the "zoom to" in the layer properties, but this zooms into the center of the respective layer wich is not necessarily the same as defined Map Extent. The Map Extent and not the Layer Extent should be taken as reference to zoom in.
