AGO Modals for bulk maintenance should not be paginated, or should have bulk options...

When navigating modals for bulk administration, users are forced to apply changes one page at a time, with no option to "apply to all users." I currently have 200+ pages of clicking "Unassign duplicate licenses" to go (which I won't be doing). I'll use the python API to do this, probably, but many won't have that skillset, and this could be made much easier to do in the GUI.

Removing the license duplicates is a good use case to support the existing Idea, Ability to display and select all members when managing settings for existing users on the Members t....
