To make it possible to add a simple image as a label in ArcGIS Online, so that it is always centred as you zoom around the map.

It would be great to be able to add an image as a label for polygon features. This enables a customized symbol (e.g.  yellow dog with leash = dogs allowed on-leash / blue dog no leash = dogs allowed off-leash / red dog with strike through =  dogs not allowed) to be centered over the corresponding polygon area. Useful for publicly available web-apps that are viewed at a variety of scales by a wide scope of the community - some who may have visual impairment issues such as colour blindness and may not be able to distinguish between coloured polygons on their own. It also removes the need to for the public  to remember which polygon colour relates to which permitted dog use, as the label image (for each polygon) clearly indicates which usage is allowed.
