Add rotate view and north arrows capabilities to ArcGIS Online

This seems like it should be obvious in ArcGIS online but I'd like the ability to rotate the view with a North Arrow like we can in ArcGIS Pro. This can be used to generate location maps and improve the printing tool in ArcGIS online where maps can be oriented to fit unique project areas better into set paper sizes.

The Scene tab offers maps that do that. I'm thinking that's why they don't have North Arrows in the Maps tab because those maps don't rotate and North is always up.
