Ability to Pre Symbolize Hosted Feature Layer Values in AGOL

I would be a nice feature to be able to pre-symbolize values in a HFL which are not present yet in the layer.  For example we map showing fire cleanup progress and we release the map to our users before clean up is completed. It would be nice to pre create symbology for the completed phase before any values actually exist.

I completely agree with this I am constantly publishing blank feature services and its a nightmare to get all the symbology correct and the only way I get it to work properly is to create fake values and then delete them after publishing which is less than ideal.
