3d Scene/App Navigation improvements

In 3d scenes it is possible to navigation through the scene via mouse and Keypad (Desktop).

Mouse navigation is ok for "arial point of views" and longer Distancies to objects.

Keyoard navigation is better for close-up navigation, eg. walking through streets between buildings.

However, using keyboard arrows it only possible to move forward/backward and sideways. Its not possible to "turn the head" and move around a corner or look upwards/downwards.

This is crucial, because our planners in urban development often try to find perspectives from pedestrian point of views, which is not easy rigth now.

So please add an option to turn/tilt the camera, eg. using combination of shift+arrow keys or similar... or like Arcgis Pro using w,a,s,d keys.

This idea is 5,5 years old, but still very much needed. Especially with increasingly better alternatives to ArcGIS Scenes (Unity, Unreal) that do offer the possibility to 'walk through' a 3D environment. Esri is falling itself short by not adding this kind of navigation to Scenes/Experience @Andrew--Johnson
