ArcGIS Notebook Server: Licensing and Privileges

I have some questions about ArcGIS Notebook Server:

1. What are the licensing requirements for ArcGIS Notebook Server?
   • I believe my organization is currently licensed for ArcGIS Enterprise 10.7.1 Standard.
2. I do not have administrator privileges for ArcGIS Server, etc.. Would I need to be assigned some sort of administrator role in order to use ArcGIS Notebook Server?
