Adjust IO Rate from Notebook Interface

Hey all,

This seems to be something that is a mystery for most, the many posts about it are left unanswered and without resolve.

The issue is this here:

When this is encountered, the user is requested to change the config variable, but no documentation highlights this.

I request that a button, or field is added to the top bar of the Notebook called "Settings" which then has a dropdown or GUI that allows the user to change this IOPub data rate. Here is what it could look like:

If there is another method, please let me know, this is entirely useful in ArcGIS Enterprise and AGOL Notebooks.
