Problems with U-Turn settings

The VRP solver for Network Analyst Ext for ArcGIS Server seems to be ignoring the ???U-Turns at dead ends only??? setting even if the following code is being used:

pNASolverSettings.RestrictUTurns = ESRI.ArcGIS.Geodatabase.esriNetworkForwardStarBacktrack.esriNFSBAtDeadEndsOnly

This is at 9.3.1 on ArcGIS Server. The output route does a uturn in the middle of a street segment even with the above setting. What is the solution to make it follow the setting?

Could you please let us know the type of data you use? Is that the SDC data?
