Network Analyst Toolbar

I am very new to GIS (3 weeks with no training) and I am trying to set up Closest Facilty. 

Here is what I have done so far:

1. Start ArcCatalog by clicking Start > All Programs > ArcGIS > ArcCatalog 10.
2. Click Customize > Extensions
3. Check Network Analyst
4. Click Close
5. Create a Blank Map and add the ???streets??? network to ArcMap
6. Start ArcCatalog by clicking Start > All Programs > ArcGIS > ArcCatalog 10.
7. File->Add Data
8. Navigate to: C:\Documents and Settings\bpdurand\My Documents\ArcGIS\Packages\Streets.lpk\v10\
9. Add the file: 0000Basemap.lyr
10.         Start ArcMap by clicking Start > All Programs > ArcGIS > ArcMap 10.
11.        Click Customize > Toolbars > Network Analyst.
12.        The Network Analyst toolbar is added to ArcMap
13.  I got out of ArcMap and then got back in.

I admit there are a few steps which I did not include but I do not think they are relevant. 

I thought I was getting someplace until I ran into these two issues:

1) My TOC is gone along with (not sure what it is called) but the drop down box that sizes the map from 0% to 100%. 
2) When I click on Network Analyst all of the options (except Options) are greyed out.

I can't even get it back to how it was before much less set up Network Analyst.

Any suggestions?

I got my TOC back (but that is all) via WINDOW->TOC

Also got my dropdown percentage box back. I was in Data View when I should have been in Layout View.

However, everything under Network Analyst is still greyed out.

make sure you do the same in ArcMap as you did in ArcCatalog to enable the extension:
1. Start ArcCatalog by clicking Start > All Programs > ArcGIS > ArcCatalog 10.
2. Click Customize > Extensions
3. Check Network Analyst
4. Click Close

make sure to add a network dataset to ArcMap to enable the solvers such as the Closest Facility. The will remain grayed out until you add a networkd dataset.

Dear Jay.

Thanks for the information.

Network Analyst is checked in both the catalog and in arcmap. 

I am trying to get my hands on the tutorial so that I can learn how to make a network dataset.  For some reason the tutorial is not installed on my machine.

Based on another post (which ofcourse I can not find at this time) I did not think that I needed to create a network dataset. This other post said that the person did not need to create one because the user was using one already supplied by ESRI.  I thought that is what

was but obviously I was wrong.

Thanks for you help and I am hopeful that with the tutorial (a co-worker is getting it for me) that I will be able to figure it out.
