Navigation using Point features Only

Good Day,

I have multiples points in shapefile format and want to connect all the points in one tour using the shortest distance as the criteria. The points are located @ Sea so i do not have any Route(road or Line feature) to follow.Please how do i go about this?

I do not think this is possible. I would suggest may be create a manhattan kind of network for desired resolution using this
