invalid network dataset type error in Create Template from Network Dataset

Trying to run "Create Template from Network Dataset" in ArcMap 10.6.1 and continually getting "030070 Invalid network dataset type" for my input dataset. I have tried .nd mostly, but also used "Make Network Dataset Layer" and the layer output gets the same error. ESRI help says the input data type should be "Network Dataset layer".

Don't understand what I am missing here are would appreciate some help.

That tool does not work with shapefile network datasets (the ones with the .nd extension).  You must use a file geodatabase network dataset.

Wow! Would not have thought of that, I wonder if that the same for iterators? I have been having issues with iterate network dataset not finding my networks?
