How to make lines connect?

Hello,

I am trying to make two lines connect when I build a network dataset.  For some reason, they are not connecting.  I have tried using the Integrate tool, to no avail.  I have made sure to not use elevations when building the network.  These lines just seem to refuse to connect.  Any suggestions?

What is your connectivity policy? End Point or Any Vertex?
If it is End Point, then make sure the line that is disconnected (number 42) connects to a line that is also split at the place where they connect. If the other line is not split then you may need to use any vertex connectivity.
