I would like to use the Service Area tool (Network Analyst extension), for a proximity analysis of health centers in multiple locations in Uganda. I was thinking to use Esri's data source, though, I cannot find sufficient information regarding the sources they use for the road network. Do we have more specific documentation about it? Does it cover the local network or it is mainly the primary roads represented?
Any help is appreciated.

The StreetMap Premium data product is TomTom-based for the street network. To assess the relative quality of the street data, you can refer to the StreetMap Premium product coverage map and click on a country of interest.

For Uganda specifically, the mapping and routing level is currently characterized as 'Major Roads' with travel times based on 'Speed Limits' or fixed speeds.
However, a recent comparison of the SMP data with the OpenStreetMap basemap of road networks in Uganda shows that the coverage of local roads is actually relatively comparable in the SMP data, although there still may be some smaller data gaps in certain areas. So a service area analysis can be performed with the SMP dataset with the above caveats on data quality.
