Creating Scaled Costs for traveled streets/routes

I'm trying to create a Network where I can have a route that travels highways first, then if needed, secondary roads and then onto local roads.  How do I go about doing this?  After planarizing the lines, when I hit solve, it just goes where ever, not where I expect it to.  Is this not possible with NA?

What's happening is I have many roads that either pass under the highways, or pass over them.  Having it that way, NA will not solve.  When I talked to ESRI about that, they told me to planarize the shapefile.  After doing that, it takes any route it wants, not what I need it to.

Any help would be much appreciated.
