I am using arcgis 10.3

I have a network dataset with historical traffic information

I need to resolve a route,

If there is traffic take another route

how and where should I set my network to avoid traffic

were are you setting the impedances or are you using segment length? (the default)  You could add speed limit, time or other cost fields to your table to design networks under different scenarios (ie rush hour etc).  Effectively, you can turn a major highway into a poor route choice, just like rush hour in reality.  Documentation is given in the network analyst help topis and the tutorial examples, that had been cited as links in your previous posts
