Today Navigator does not use real-time traffic. It uses historical traffic that is based off of the current time. Historic traffic is derived from historic data, and averaged for example say, what traffic flow for a typical Monday at 5:00 would look like.
The above answer presumes that you are using the navigation maps that come with Navigator. If you create your own navigation maps, then of course, it is completely dependent on how your model your street network.
