We are interested in providing directions from point to point along a predetermined fixed route. Thank you for any help that you can provide.

Great question. Today you can pass Navigator a stop list using the URL Scheme (link below), and the sequence of stops can be honored. This method does re-calculate the route geometry and directions on the Navigator device.
Beyond that, we have plans in 2017 to support pre-planned routes, where a route can be created within ArcGIS Online, ArcGIS Pro, or ArcGIS Server, and then Navigator users can connect to, and use that route geometry. This is something that we are planning for in the near future.

Scott, we are in the process of creating routes in ArcGIS Pro to send into Navigator. The drivers will follow the pre-planned routes in the field. They will be disconnected/ not have a data connection. Do I need to be concerned about the amount of memory on the device they will use to display the route?
The actual route or stop list itself won't be large at all, minimal file size. The thing to consider would be the navigation map that you download ahead of time. You can see the available Navigator maps and associated file sized in the below link. Does that answer?
