Is navigator compatible with ArcMap 10.3

If I generated my routes in ArcMap 10.3 and hosted them on AGOL, would this work in navigator? 

Also if I wanted to host a point file in AGOL and load it into navigator is this possible or does all this require ArcGIS Pro?

To create the mobile map package and to share the mobile map requires

ArcGIS Pro. Loading the map card is after the fact.

The routes are being compressed and used offline. You can easily replace

the map cards for yourself or your phone/tablet users, they just have to

spend some time in the office or online to get the updates.

One thing that I think is worth noting here is the next release of Navigator (18.1) (due for release in November) Navigator will support consuming routes directly from ArcGIS Online and Portal/Enterprise. The general workflow would be this:

1. Create a route with one of the many tools on the platform which let you do so.
2. Save route in Online or Enterprise as a "Route Layer" Item.
3. Share the route with a driver.

When that driver logs into Navigator their routes will show up.

With respect to the original question on creating maps for Navigator the workflow is this:

1. Use ArcGIS Pro to create a Mobile Map Package with a network in it (ArcMap can not create MMPKs)
2. Share that MMPK in Online or Enterprise /Portal
3. SHare it with the drivers in your fleet who will need to use Navigator
