monitor collection status

How can I get alerts On "monitor collection status"?

in old 10.8.1 version I would get alerts when ArcGIS monitor could not collect the data from server or host or any other component.

How can I get these alerts in 2023 version ?

I guess it somewhere in the "observer" area but i couldn't find it , any suggestions?
