ArcGIS Monitor 2025 Observer Failure – “Health Check – Portal for ArcGIS” in Portal 11.1 HA Deployment

Summmary:

We are encountering an observer failure in ArcGIS Monitor 2025.0 specifically for the “Health Check – Portal for ArcGIS” observer in a high availability (HA) Portal for ArcGIS 11.1 deployment. All other observers (Inventory, Logs, Metrics) for the Portal component are functioning correctly.

Observations:

1. The Health Check observer fails consistently only in the HA setup.

2. Single-machine (int_dev_portal) Portal deployment do not exhibit this issue.

3. (not sure if this is relevant) but uppon registering the Portal component (int_stg_portal), only one Web Adaptor URL (https://wa2.domain.local/portal) is automatically registered by ArcGIS Monitor, even though the HA setup includes two Web Adaptors.

4. Both Portal machines have agents installed and are visible in ArcGIS Monitor Server.

5. All other components (Portal, Hosting Server, Data Store) are successfully registered.

Action Taken ( No sucess )
1. Restarted the agents's window service 

2. Disconnect / connect

3. Run agent discovery from CLI

4. Unregister / Register the portal components
