ArcGIS Monitor 2023.3 - does it support Azure SQL Database

Hi All,

Have downloaded the ArcGIS Monitor 2023.3 and applied this upgrade.  For this release, it states supporting SQL Server components.  I tried to connect to Azure SQL Database using instance name  ppp-xxxx-gissavy.database.windows.net:1433, ppp-xxxx-gissavy.database.windows.net, internal IP Address of this instance and these tests gave this error : cannot process request for specified agent. 

I tested connecting using SQL Server Management Studio and it works (using ppp-xxxx-gissavy.database.windows.net).

Question:  does this release support Azure SQL Database?
