Monitor Geoprocessing service job status

It would be good if monitor had a metric to monitor geoprocessing jobs.  ideally this would be the number of jobs and in particular the number of jobs that fail as a percentage.

Can we set up an alert system for ArcGIS Server geoprocessing and utility services when they are stopped?

For example, we should be able to configure an alert if PublishingTools, PrintingTools, SpatialAnalysisTools, etc, stops running on your Hosting Server and you expect that they should be running. This would allow us to address these issues proactively rather than relying on user reports.

A potential addition is having an alert for when a geoprocessing service has fewer arcsoc instances running than the configured minimum.
