The health check status that is being monitored for something like Portal does not work if Portal is down. The status is expecting 1 or 0, but sometimes Portal does not send a response at all. Sometimes there might be an error 500. It would be helpful if the alert also monitored for a condition of no response or an HTTP error without the 1 or 0 return, especially these Health Check URLs for Portal and ArcGIS Server.
