Add LOG-WARNING and LOG-SEVERE counters to ArcGIS Monitor

I'd like to see something similar to the LOG-SEVERE and LOG-WARNING counters that existed in the previous Monitor (Counter status view glossary—ArcGIS Monitor Server application | Documentation for ArcGIS Enterprise) added to the current Monitor.  This was helpful in alerting us to an overall problem that might get missed if we were only sending alerts on specific services.  The idea is that Monitor would count how many SEVERE and WARNING messages are in the ArcGIS Server or Portal logs, and you could create an alert if the number of messages exceeded a threshold in an interval.  Here is a picture of how the alert appeared in the old Monitor.
