stripmap vs grid on highways with large intersections

I am preparing a map document for the DOT which is to encompass interstate roads and interchanges and their corresponding right of way. when I use the grid feature I have many un-needed "sheets" and they don't really follow the feature...they cover too large an area- if I use the strip maps option at a good resolution for the straight part of the road i miss a bunch of the right of way when i get to the large interchanges. I tried making a strip map out of the polygon that is the Right of way, which I found is not an option. It seems if i could use the strip map option and was able to add extent rectangles to the set i would be good to go... but i can't seem to find a way to make that happen.

any ideas?

Try querying out the unneeded tiles in the grid map. You can select by location any tiles within a distance of your roads or that intersect your ROWs. I'm thinking you may not have a ROWs layer but if you have a field in your streets layer you could use the buffer tool based on that field.
