Is it possible to manually place key numbering group?

I have an ownership map that I am working on, and if the owner's name doesn't fit in the parcel, it gets a key number, and I want to list them on the side of the map. But, I can't find a way to move the location besides converting to annotations. 

Is this possible, or are annotations the only way to go?

Included is an example of what I'm working with. I want to move the list on the bottom to a list off the map.
