How to fill a 3D space with a given volume

I'm trying to compare what areas flood in different storm events. I have a DEM (can create a TIN if needed), and I have specific runoff volumes from different storm events. I want to see the differences in spatial area that would collect  water for different storm events. So far I can't seem to find a tool where I can enter a specific quantity, and have GIS show me where and to what extent that volume would be accumulated. Any advice would be appreciated.

Do you have Spatial Analyst Toolbox ?

if it yes, you will find hydrology toolset.

I think that is what you ask about.
