Estimating data storage size

Hi all,

We are planning to build and host new Esri instance for use by emergency service in NSW Australia (802 sq kms, 310 sq mi)

1. Is there written guidance to estimate of total data storage size? 
2. What is a "typical Esri total storage sizes per instance?
