Slow dynamic map service performance

I am having performance issues with a dynamic map service. API reference says the proxy page will kick in automatically without using useMapImage property.
However, it doesn't:
http://www.horrycounty.org/gisapp/

Any ideas?

Anybody?
All I am looking for is a way to either force the requests through proxy page or any other idea.
