When printing a multi-layer map in Internet explorer 8, only the topmost layer is printed. API v2.2
Sample:

Print to PDF from Firefox
Print to PDF from IE8
Printer Settings in IE8 (have tried multiple configurations)
(Same results on paper)

Try this
Click the Tools button on the toolbar on Internet Explorer
Click Internet Options
Click the Advanced Tab
Scroll down to Printing and check off the Print background colors and images option
