Geocoding Street Addresses for Croatia - European Address Locator

Hi,

Republic of Croatia is not in the European Address Locator country list. That's why geocoding street addresses does not work for this country.
i) How can we get street search support for Croatia?
ii) when a customer buys ArcGIS server will this geocoding service be available on ArcGIS server? Thanks
