Is it possible to format print layouts/templates in Web AppBuilder or Portal? By 'format' I mean customize the legend and add a disclaimer to the bottom of the page, among other things. Or is this done somewhere else, like Arc Catalog?
That's what I think, too, but it's the default service that Esri provides out of the box and I don't know where it lives. I was hoping to republish it yesterday by doing an overwrite, but I can't find anything to overwrite.
I believe you would re-publish the 'Export Web Map' tool , from the geoprocessing results after running the tool, as a GP service. This would be on your ArcGIS Server, not desktop.
Finally figured it out when I went back into the widget. The default print service was going to ArcGIS Online, not the print service on my organization's server. Once I repointed it to my server's print service, the templates appeared!
