Ability to disable map component focus border

Hey, could we get the ability to disable the focus border on the map component. It can get distracting in map based web apps. This previously was achievable by modifying the css, but not anymore, with everything now locked behind the shadow DOM.

In the upcoming 5.0 release, we’ll support a CSS variable to customize the focus outline around the map/scene component: --arcgis-view-color-focus.

We recommend avoiding removing the focus outline entirely, as it plays an important role in accessibility, especially for keyboard and assistive technology users.
