2.5D Buildings

I am looking for information how to create cache with 2.5D Buildings, like in google maps and maps.lt (based arcgis server) websites.

The 2.5D buildings are baked into the tiles:  http://dc1.maps.lt/cache/mapslt_25d_vkkp/map/_alllayers/L02/R0000dc55/C000139cd.png

I don't know how you'd go about doing that...someone in the ArcGIS Desktop or ArcGIS Server forum might have a better idea. I'd try posting there.
