Can you give more detail to your idea?
I want to have a legend on my story map or application that displays icon information for the icons displayed on the map. The only option currently displays all the legend icons on the legend weather they are active on the map or not. Does that make sense?

@DHS_User_R6-FEMA Thanks for sharing more details. This is currently the way the legend widget works across many ArcGIS apps, so this is not a limitation from StoryMaps.
@MichelleMathias I believe this is an idea for the JSAPI/mapping ideas board since it would need to be implemented at that level. Once the platform gained this ability, apps like StoryMaps could utilize it.

Unfortunately, I don't know any apps that work in the way you describe.
I would actually suggest that a legend may not be needed in your case (whether it shows all of the symbols or even if it just showed the ones in the map extent). The symbols you're using are part of a standard, well-known symbol set, so I imagine they are already familiar to many people who view this map. Also, since this is an interactive map (not a printed map) anyone who needs more information about a particular incident can simply click on the map to view its pop-up.
