User with a View License Can't access Instant App

User that is in out AGOL account that has Viewer License and Role cannot access an Instant App that has been published. Although the map is based around editing and updating information, the user is a manager and needs to view it to be able to monitor progress on the map. Is there a setting that I'm missing that will give him access. The map was shared with multiple groups which he is part of one. Other users are getting in with the Editor Role, but not him.

Are you using the Web Editor template? Both the Web Editor app and the Web Editor template have specific licensing requirements since they are oriented toward editing data. You can find those in the documentation here https://doc.arcgis.com/en/web-editor/latest/get-started/requirements.htm
