Limiting access to instant app

Hello, 

I want to know if there is a way to have an instant app be public so that anyone can view the information but have it be password protected so it would be invite only to certain members of the public?

The available sharing options for items in ArcGIS Online (including instant apps) are outlined here: https://doc.arcgis.com/en/arcgis-online/share-maps/share-items.htm

If the app is public then everyone can access the app. You may want to explore the organization sharing/collaboration options to see if they'll fit your use case.
