The Interactive Legend does not interact well with scale dependent rendering. When zooming in/out over the scale dependent boundary, the legend will refresh with all of the types highlighted in blue, but the map will still be filtered. This is confusing to the users and it also throws the on/off functionality out of sync.
You can see this behavior in this demo app. It has two scale dependent layers, Police Districts visible at far zooms and Neighborhoods at closer zooms. Select a Police District then zoom in until the Neighborhoods load and you will see the problem.
