Instant App - Logo Link HTTPS URL issue - "Please enter a valid item URL and is HTTPS only."

I am running into an issue with Instant Apps, validation of URL links.

Our organization has configured AGO to automatically populate a city logo and Logo Link within Instant Apps. 

However, Instant Apps always displays a warning to "Please enter a valid item URL and is HTTPS only." 

• https://www.sandiego.gov is a valid HTTPS URL

If I retype a single letter in the URL is now a perfectly valid URL
