Can I set a default selection for Zone Lookup Results?

I have several different polygon layers in my zone lookup for EMS response.  Is there a way to set the default selection and zoom to a specific layer depending on where the selection is?  

If the response is in the city, I'd like it to select the smaller square (numbered) , if it is outside of the city, I'd like it to zoom to the county gird (letter/number).  

Sometimes it selects and zooms to the Area of Response (AOR) zones, which is zoomed too far out to be helpful.

@CityGIS besdies setting the scale level, which it looks like you did, there is no option at this time to set a different scale level depending on the result. If it zoomed to the first result, would that improve the workflow?
