Maintain current map extent when switching layers in Attachment Viewer
Idea: Don't automatically change the map extent when a new layer is selected in the Attachment Viewer Instant App (or make it a configurable option).
Reason: In the Attachment Viewer Instant App, when a map has multiple layers with attachments and the user switches the active layer, the map zooms to the full extent of the newly selected layer. Perhaps there is some use case where this behavior is desirable, but for our users, it's a big annoyance. They typically zoom into an area of interest, and then want to click through the layers to see what photo attachments are available in that location. However, everytime they click on a new layer, the map zooms out to the full extent of the layer and the user has to navigate back to their area of interest.
